About ABCICLO
The Brazilian Association of the Hospital Revenue Cycle brings healthcare providers and health plans together around one shared process: getting paid right, on time and without disputes.
Why ABCICLO exists
In Brazil’s private health system, providers and health plans look at the same bill and see different numbers. Each side has its own rules, data and deadlines. The result is well known: claim denials that turn into disputes, appeals that become routine and payments that arrive late.
That lack of trust has a cost for everyone. It weighs on hospital cash flow, on health plan results and on the price of health insurance paid by employers and families. ABCICLO exists to be a neutral place where both sides agree on the same language, measure the same way and publish what they decide.
What we do
Technical committees
Providers and health plans write technical notes and shared standards on audit and claim denials, data standards, indicators and contracts.
Provider–payer meetings
Closed-door meetings with clear rules, where both sides discuss the process before they disagree.
Revenue Cycle Radar
Public revenue cycle figures from the regulator and sector bodies in one place, each with source, period and sample.
General indicators
Indicators with open formulas, so providers and health plans measure the revenue cycle the same way.
Glossary
A common language for both sides: 124 revenue cycle terms, each with a definition and its legal reference.

How we work
- Non-profit. Funding comes from member dues and from supporters, capped at 30% of total revenue.
- Both sides at the same table. Providers and health plans hold the same number of board seats and pay the same dues by size.
- Public methodology. Every figure has a source, period and sample; every public position has a date, a legal reference and who approved it.
- Independence. Suppliers hold at most 2 of the 9 board seats, and prices, fee schedules and commercial terms are never discussed.
Governance
- General Assembly: all voting members; approves the bylaws and the accounts and elects the boards.
- Board of Directors: nine seats, three for providers, three for health plans, one for academia and two for professionals or supporters, with chair and vice-chair alternating between providers and health plans.
- Fiscal Council: three members, one from a provider, one from a health plan and one independent, who review the accounts.
- Executive Board: appointed by the Board of Directors to run day-to-day work.
- Advisory Council: five to nine respected experts, without a vote.
